Instead, the Browns finish the year at 1-15 and will have the first pick in every round next April. San Francisco will pick second, followed by Chicago at #3, Jacksonville at #4, Tennessee, with a pick from the LA Rams at #5, the New York Jets at #6 and San Diego #7, while Carolina, Cincinnati and Buffalo will round out the top 10 in the opening round.
