Texans scramble personnel departments … Personnel staff on NFL teams usually are retained on contracts that run through the end of the draft each year, so now is the time for changes if teams plan on making them. Houston, in particular, wasted no time in cleaning house as the Texans today dismissed assistant G.M. Jimmy Raye, director of college scouting Jon Carr, assistant director of college scouting Mike Martin, college scouting coordinator Matt Jansen and scout Seth Turner. These changes come in the wake of Brian Gaine taking over as the Chiefs G.M. from Rick Smith when the latter went on leave in January. No word yet, though on replacements.
