Special provision to restore Army DE draft status … It appeared last week that a bill set to pass in the U.S. Senate would end the special provision that allowed for academy graduates to defer their military commitments if they were playing pro sports. And that would have drastically altered the chances that current star Army DE Andre Carter, a potential late first-round candidate whose is the 29th rated prospect on the GBN Big Board, would have been an early pick this coming spring. However, an amendment was added to the bill which essentially grandfathered players currently at one of the academies meaning that Carter will again be eligible to play right away.
