Did Eagles violate tampering window rules? … That’s a question being asked around the league this evening after it was reported that Philadelphia GM Howie Roseman talked with RB Saquon Barkley before the former Giants’ star signed with the hometown Eagles. According to NFL rules, teams can only talk with a player’s agent and not with the player directly in the 48-hour window of opportunity for teams to talk with prospective free agents prior to the start of the new football year.
